Solution:

Important:
Please check if you have any other applications dependent on older versions Microsoft Visual C++ Redistributable before you implement this solution.

Under the Program and Features if there are multiple installations of Microsoft Visual C++ (ex version 2005 / 2008 /2010) seen then uninstall all the installed  versions of  Microsoft Visual C++ .

Run the setup.exe using the Arcserve Backup r16.5 installation files and cancel it after it finishes the prerequisite Microsoft Visual C++  installation. This shall install Microsoft Visual C++ required by Arcserve Manager.

After that restart the services of Arcserve backup (run cstop.bat & cstart.bat) and will be able to open the Arcserve Backup manager successfully.
